dozens of people were on this busy san francisco street last night when shots were fired into the crowd. five people were injured. we'll tell you what police are saying about the shooting. concern grows in japan over radiation leaking from that new clear power plant. the steps japanese authorities are now telling people to take. plus some good news amid all the tragedy in japan where rescuers found a woman alive four days after that earthquake and tsunami. it's all ahead here on the ktvu

morning news. good morning. thank you for waking up with us. it's tuesday march 15th. i'm pam cook. sounds like we could get some rain this week. let's check in with steve paulson for details. we will. good morning, pam. heaviest amounts will be to the north. we have a cloudy pattern. mild low 60s, mid-60s few upper 50s on the coast. north bay leading edge of the system is beginning to move in. here's sal. steve, right now traffic on the golden gate bridge looks good heading to the toll plaza no major problems as you drive south. also on the san mateo bridge traffic is light heading to foster city. back to the desk. all right. we begin with overnight news. san francisco police are now looking for suspects in a terrifying shooting right outside a mission district bar. ktvu's in the area to tell us exactly where this happened and what police are saying about

it. good morning. allie. >> reporter: good morning, pam. the shooting happened near 16th right in front of the bar in the mission district. if you look at the front door you can see several bullet holes through the front door of that building. police have kind of circled them off as part of their investigation into this case. this shooting happened just after 11:00 last night. this is a pretty open area. less than half a block to my right is the 16th and mission bart station. so when this shooting happened there were a number of people out in the street watching as police began their investigation. five people were shot last night. one of them has life threatening injuries. san francisco police haven't released the victims' identities nor do they yet have a description of the suspect or suspects involved. now in recent weeks san francisco police have stepped up patrols here in the mission district because of the increasing crime. in february a 24-year-old man was shot and killed about a

block away from here. police haven't made any arrests in that case either. but police believe the escalating violence is due to disputes between rival gangs in this neighborhood and police say last night's shooting may have been gang-related. now, also effected back out here live we can show you the business next door. it's a pretty popular store. popular with the lunchtime crowd. a lot of people here when the bars close. some of the bullets went through the window here. coming up later this morning we're going to try to talk to some of the business owners here as well as get more information from police on this case. for now live in san francisco, ktvu channel 2 news. in japan this morning there is growing concern over radiation leaking from the nuclear power plant. there have been three explosions at the plant's reactors. radiation from the facility is now at a level that can impact human health. japan's prime minister went on television to tell 140,000 people who live within 20 miles

of that plant to now stay indoors. >> radiation has spread from the. [ indiscernible ] the reading of the level seems very high. >> 800 workers have been evacuated from the plant. only 50 now remain to carry out essential tasks. today in japan there's one bright spot among all this devastation. rescuers found a 70-year-old woman alive inside her home that was washed away by the tsunami. the woman was suffering from hypothermia but was conscious. meantime thousands of people now homeless huddle in improvised shelters to escape the near freezing temperatures outside. message boards at the shelter try to help families reconnect with missing loved ones. finding food and other basic supplies has become difficult if not impossible in the

hardest hit areas. now tokyo escaped the worst of the quake and tsunami but people there are still very concerned. ktvu is there talking with people about their experiences. >> reporter: on the streets of tokyo today you can feel people's concern about this national disaster. these people tell me that they've worried about those suffering in the disaster zone. [ foreign language ] >> reporter: she says her friend is stranded in the area. she lives adjacent to tokyo. she says some supermarkets near her home have run out of water, toilet paper and other goods. [ foreign language ] >> reporter: he says his home has no water or gas. the government is also calling all people to conserve power due to shortages. we were able to get inside the ministry of foreign affairs where people were working in the dark. why are the lights out here? >> because you know the power

company have limited supply of electricity. >> reporter: in the heart of this building a familiar face from san francisco. former council general. he had a message for the bay area. >> i very much appreciate your kind messages and prayers for the damages caused by this natural disaster. >> reporter: in tokyo, ktvu channel 2 news. you can read more about her experiences on our website. you can follow her blog. it's called dispatches from japan. and it's all under the japan quake tab on ktvu.com. well, there are concerns that radiation could reach the west coast of the united states. a monitoring station sits on top of the bay area air quality management building in san francisco. now that device collects air samples and can detect changes in radiation levels across the country. >> it's capable of reading

radiation levels on a realtime basis and then there are filter media inside the instrument that we send to the laboratory twice a week. >> northern california has two other radiation detection instruments in san jose and sacramento. now air quality officials do say that they believe any radio active material from japan will diminish by the time it reaches the united states. now the two nuclear power plants here in california are able to with stand the large earthquakes. the plant in northern san diego county and diablo canyon. pg&e says diablo canyon can handle a 7.5 quake. the operators of the other say it can with stand a magnitude 7 quake. both are located right at the pacific ocean. and experts say ocean water is key to the safe operation of the plant. >> very quickly the winds start

to mix with that release and it becomes dispersed so that obviously if it's rolling out to the ocean the risk is immediately diminished. >> now people in charge there are meeting next month to go over the plant's safety. back here in the bay area one man is in police custody this morning after a bank standoff in marin county ended peacefully. the 25-year-old finally walked out of the bank of america just after 10:15 last night. that's where the man held police at bay for more than six hours. officers say it all started when the suspect walked into the bank some time around 4:30 in the afternoon and took six customers and three bank employees hostage with a bb gun. the man eventually let everyone leave and negotiators were able to convince him to surrender. >> he's upset with the government. he blames president obama for some issues. the c.e.o.

of bank of america, inequality in america. so there's a lot of things that he's upset with. >> police also say he could undergo a psychiatric evaluation. well, today is the deadline for pg&e to show its gas pipeline pressure levels are safe. the deadline is a result of the deadly explosion in san bruno last september that killed eight people. the california public utilities commission says if pg&e cannot prove that its gas pipelines are operating safely, extensive tests may be ordered. the cpuc could even order the utility company to replace some of those pipelines. right now it is 4:39. toyota get an early look at the commute with sal. good morning, sal. good morning, pam. right now traffic is moving along pretty well around the bay area. we're off to a very nice start which is a look at the east shore freeway. and you can see traffic is moving very well. and it's not as wet as it was yesterday. as a matter of fact, for the most part we have dry roads out there heading out to the

macarthur maze, bay bridge toll plaza. certainly still some puddles but for the most part it's a nice drive across bay area bridges and causeways and on highways. chp not giving us a lot to go on which is nice and this is a look at interstate 280 northbound getting up to highway 17. so the morning commute off to a pretty nice start on a tuesday so far. 4:39. let's two to steve. sal, thank you, sir. we have a cold front getting closer. right now under cloudy skies. some light rain is just filtering into the north bay and points north moderate to heavy rain especially up towards the north coast. the system though pointed right there. that's going to give rain to everybody. peninsula and south bay may take a while. leading edge beginning to drift into the north bay with the atmosphere so juiced up it wouldn't take much. this is a stronger system but again the lows in the ooze. it's a mild air mass but the cold air is on the way. it will be here by the end of the week. we did have a 70 yesterday at morgan hill which very warm air

over us. mid-50s for almost everybody on the current conditions. you can see the system. a lot of plumes of moisture taking aim at northern california and over the next five, seven maybe ten days we are in for a very active pattern. today cloudy and rain developing. heaviest in the north bay. temperatures are mild. still mainly low to mid-60s but warmer to the south. probably cooler to the north as they get more rain. and anywhere from about half an inch to two inches of rain likely for north bay. cloudy with rain and then a broad brush. we'll be drier days wednesday and thursday. but there will still be some showers zipping through that fast jet stream. friday a colder system moves in and that will give us some rain and lower snow levels especially as we head into saturday and then sunday. nice. all right. thank you, steve. lives were probably saved by a warning system seconds before the earthquake in japan. how it works and why a similar system here in california is still years away.

mid-50s. mild. end up with rain to the north. spreading south throughout the day. highs low to mid-60s. all right. thank you, steve. this morning investigators are looking for the cause of another fatal tour bus crash in the new york city area. two people were killed when a bus flipped over and crashed on the new jersey turnpike last night. 42 others were injured. last night's accident comes just days after a tour bus returning from a connecticut casino crashed while heading back to new york city's chinatown. 15 people were killed in that earlier accident. a california college student is now facing death threats after posting a rant on youtube that mocks her asian classmates. she is a third year student at ucla. she posted a three minute video where she says asian students talk too loudly at the library. many were calling relatives in japan following the earthquake and tsunami.

the video has now gone viral and received several thousand hits. she has since apologized for the video but ucla chancellor says a review is underway to determine if she violated the student code of conduct. japanese officials credit an early warning system with saving lives when it alerted television viewers that they were going to feel an earthquake within seconds. japan started using that system four years ago. analysts say that warning gives people time to get out of possibly dangerous situations or avoid going into a hazardous area seconds before the quake's strongest waves are felt. >> have elevators go to the next floor, doors open and remain open. stop people from entering say bridges that you think are at risk like the bay bridge right now. >> the federal government has invested $15 million in an early warning system for california, but seismologists need another $80 million and

five years to make it operational. two wireless companies are helping people stay in touch with family and friends in japan. at&t is offering customers free phone calls and text messages from last friday through the end of this month. residential land line customers are limited to a total of 60 minutes of free calls. and verizon is promising free calls to all customers through april 10th. verizon is not limiting the amount of time customers can talk. santa cruz harbor remains closed to boat traffic at least through this sunday. but 14 docks are now open allowing some people who live on their boats to return. seven other docks on the southeast side have limited access between 9:00 a.m. and 5:00 p.m. yesterday it took crews all day to lift a fifth destroyed boat from the water. we talked to the owner who lived on board and ran his business from that boat. >> it's been really emotional. both my mom and me have been

you know devastated by the loss obviously and the loss to the community, to the harbor, to japan. >> fish and game plan to scan for ten other boats that are still missing. they say each salvage operation will be pain staking because of the fuel on board the boats. last week's tsunami of mill dollars of damage in hawaii. today areas hit hard by the powerful saves. signed a feat of disaster proclamation allowing the state to get federal funds. the trial of uc berkeley graduates accused of spying in iran is set to resume in may. they were detained in july 2009 after crossing into iran. the three say they were hiking in iraq and inadvert eventually

crossed the border. they pleaded not guilty. sara was released on bail in september and back here in the united states. the names of the jurors in the barry bonds perjury case will be kept secret until after the trial. a federal judge made that decision yesterday saying juror secrecy is needed to ensure a fair trial. bonds is scheduled to go back on trial next monday in a federal courtroom in san francisco. baseball's all time home run leader is accused of lying under oath when he testified he never knowingly took steroids. classes will resume today at an east oakland elementary school but that's after it was ransacked and vandalized over the weekend. police say 30 rooms including 25 classrooms were broken into some time on saturday. items stolen include computers, projectors and phone networks. a school safe also was taken. school officials say there have been several breakins in recent

years but this is the worst. >> this is really sad to see that there's a few people in the community that don't value the school. >> first and foremost it's about the kids. so often they come here and feel safe every day. and yet today they don't. >> now there was a couple of miles away a classroom at elm hors middle school also burglarized. eight computers stolen on friday night. police have not made any arrests in either case. today several bay area school districts will hold rallies to protest pink slips. today is the deadline for california schools to issue layoff notices. oakland's school board approved more than 500 pink slips while san francisco approved more than 400. educators, parents and school leaders will call on lawmakers to support the governor's proposed tax extensions in order to avoid layoffs and

welcome back to the morning news. a day of dolphin watching in florida took a dramatic turn after one of the animals got a little too close for comfort. joanne and her friends in a boat when one of the dolphins swimming along side decided to go on board the boat. the 650-pound animal launched itself out of the water and landed right on joanne's foot. now despite the weight of the dolphin, she only suffered a sprained ankle. 4:53 is the time.

let's go back to sal for a look at traffic this morning. how does it look, sal? pam, it looks pretty good i would say if you want to drive somewhere at the very least it is a nice drive around the bay. take a look at the bay bridge toll plaza. yesterday it was wet. today not so wet. traffic moving welcoming into san francisco. no major problems. traffic looks good on northbound 101 approaching the 80 split. traffic is moving along nicely. and this morning on 280 northbound it is moving along very welcoming up to highway 17. and by the way the hallway between dave clark's desk and studio is clear so he's walking in right now. let's go to steve. thank you for that update, sal. good morning. we have another front coming in. each one of these getting a little closer. little bit more moisture. cloudy, breezy, especially higher elevations. mild. cooler air doesn't begin to move in until tomorrow and really moves in by friday and saturday. tomorrow cooler. off and on showery pattern.

sun and clouds. main system though arrives friday and saturday. one of them, maybe a couple, as we look out to the next seven to ten days but this will bring moderate rain and turning colder with lower snow levels. yes. as question get especially towards saturday morning and saturday night and then into sunday. our system is inching closer. it's already producing rain in the north bay. moderate to heavy rain the farther north you go. lesser amounts the farther south. i know you've heard that before but the system lining itself up right there and it will swing in and give everybody some rain. already starting to move into the north bay. santa rosa over to the bay and scattered up towards lake county. beginning to move in and fill in along sonoma and marin county. look at the lows. 50s. 53 to 57. it's really mild. coast, bay, inland, doesn't matter. our system is right there. get out so you can see this. there's a lot of moisture streaming across. we have to wait for a cold low to drop down from the gulf of alaska to set up. that will be on friday and saturday. today and tomorrow temperatures still on the mild side.

cloudy with rain moving in. might take a while to get to the south bay but breezy and mild with temperatures upper 50s to a lot of low to mid-60s. maybe pushing a couple upper 60s towards san jose and santa clara valley. rain today and mostly cloudy partly sunny wednesday, thursday with scattered showers. here comes the next system colder day friday and saturday. cool, breezy, holding onto showers sunday. next week looks wet too, pam. thank you, steve. well, today san francisco could move one step close tore finding a new police chief. the police commission is expected to send the names of three finalists to mayor lee. the mayor could then make a choice or reject all three candidates and then start the process over again. the commission has interviewed dozens of candidates from inside and outside the department. the job opened in january when the chief was named san francisco's new district

attorney. well, the sunday streets program returns to san francisco this weekend. mayor ed lee announced the schedule yesterday. the program kicks off its fourth year this sunday along the embarcadero. it will be close today traffic between fisherman's wharf and mission bay. sections of the streets will be closed to cars on one sunday every month through october. now the closures are to provide more space for bike riding, walking and even dancing if you want. for the first time this year the program will include streets in chinatown and north beach. well, it could be an overreaction. but there is a product flying off store shelves over concern here in the bay area about that nuclear crisis happening in japan. and just when san francisco police were hopeful the violence on the streets in the mission was subsiding, five people were shot last night. where they were when that gunfire erupted.
